Establishing the State Committee |
MACC continues to support NJDOE in the ongoing development and maintenance of an effective, collaborative statewide system of support for resource sharing and comprehensive planning across divisions for the purpose of meeting the technical assistance needs of schools and districts identified for improvement. In Year 5 MACC will provide assistance to the State Committee established by the NJDOE, and help it to accomplish its two main goals: (1) to establish and maintain collaboration and shared decision-making across the programs and offices around New Jersey Quality Single Accountability Continuum (NJQSAC) the state’s monitoring and evaluation system to measure and improve school district performance and other current policies; and (2) to build state capacity in the area of resource sharing and comprehensive planning across divisions for the purpose of meeting the technical assistance needs of schools and districts identified for improvement. |
| Supporting School Restructuring--Technical Assistance System Activity | MACC has been working with the NJDOE to develop and implement a system of technical assistance and support for restricting schools based on a thorough data analysis. This work will be accomplished by synthesizing data from the state’s Collaborative Assessment for Planning and Achievement (CAPA). MACC facilitated the analysis of CAPA data by the NJDOE which resulted in the identification of technical assistance needs of restructuring schools. An analysis of CAPA data from restructuring schools isolated effective teaching and learning practices as well as leadership practices correlated to student achievement. In Year 5, MACC will utilize the results of the CAPA follow-up case studies to establish a CAPA Learning Community among the CAPA Facilitators and other NJDOE staff that provide support to schools. MACC will also work with NJDOE to develop standards and protocols for the on-going training of CAPA Facilitators and content experts, and monitoring tools to assess the implementation and impact of the technical assistance. |
| Implementing the New Jersey Quality Single Accountability Continuum Technical Assistance System | In Year 5, MACC will continue to support New Jersey in developing, providing, and evaluating ongoing technical assistance to the school districts that are identified for intervention through the district review. MACC will also assist the department in identifying and providing technical assistance to the districts based on their improvement plans. This task will involve helping the department to identify content experts to provide specific supports to the districts in curriculum, leadership and other areas. MACC will also assist the department with assessing the implementation and impact of the work of the facilitators. |

Comprehensive Needs Assessment for Migrant Students
|
MACC will assist the NJ SEA MEP office with development of a State Service Delivery Plan that converts the Comprehensive Needs Assessment goals and objectives into actions. In addition, MACC will provide technical assistance in identifying research and resources that will contribute to the effective implementation of the service delivery plan and add to the SEA’s capacity to provide quality technical assistance to its LEA’s that are striving to meet program improvement targets. |
| Systems Thinking for Newark Public Schools | MACC is assisting NJDOE in developing SEA policy that will utilize the Systems Thinking approach as a vehicle for continuous improvement for districts in need of improvement. MACC will contribute to the content for the initial Systems Thinking training for the school leadership teams as well as the planning for ongoing support for the schools and district. |

Highly Qualified Teacher Policy with the Title II Office |
In Year 5 MACC will assist the New Jersey Title II Office with developing policy for recruiting and retaining high quality teachers for New Jersey schools. MACC will analyze data from a survey of working conditions in 65 schools in New Jersey to identify the school factors that assist in recruiting and sustaining high quality teachers in urban and rural high need schools. MACC will also analyze the possible link between school factors that support high quality teachers and student achievement. |
| Utilizing Effective Practice Case Studies | In Year 5, MACC will assist the NJDOE in the identification of examples of effective practices in key areas of school practice for use with training technical assistance providers and planning for school improvement. This work will in turn build the NJDOE’s capacity to take examples of practices in schools to build a common knowledge base among SEA staff for planning and providing technical assistance to schools. |
| Refinement of New Jersey State Assessment Policies for Accommodating English Language Learners | This project is designed to address shortcomings in state assessment policies for accommodating English language learners (ELLs) by providing states with information and guidance about policy design, appropriate accommodations, and assistance to develop/use protocols for monitoring the use of accommodations. MACC will increase the NJDOE's capacity to appropriately address the unique needs of ELL students by supporting them in improving their assessment accommodation policies so they are more responsive to the individual needs of each ELL child. MACC will improve the NJDOE's capacity to develop a cohesive statewide system of support by providing SEA staff from the Assessment, Title I, and Title III offices with opportunities to collaborate, discuss, and refine state assessment policies for accommodating ELLs. MACC will also increase NJDOE's capacity to develop and deliver training to LEAs on the state assessment policy for accommodating English language learners. |
| The Role of District Plans in Supporting District Improvement | In Year 5, MACC will continue to assist the NJDOE in the development of a Consolidated District Improvement Plan that integrates the requirements of multiple districts plans and creates one plan that organizes and drives district improvement. In doing so MACC will build NJDOE's capacity to support districts in: (1) identifying their needs in critical areas of district practice; (2) prioritizing their needs; (3) identifying critical leverage points for driving improvement; (4) identifying strategies to address the critical needs in the leverage point areas; and (5) assessing the implementation and impact of the selected strategies. |
